APART from the training-seminar conducted by the City Anti-Drug Abuse Council (CADAC) headed by Hon. Vice Mayor Daniel T. Fariñas and the Baguio City Police Office (BCPO) for the barangay officials to enhance the capability building in the campaign against illegal drugs held last November 15 and 16, 2011, a culminating activity was held last November 25, 2011 to recognize the barangays, schools, non-government organizations and private individuals for their outstanding contributions in the fight against illegal drug abuse.

Last Friday, a simple awarding ceremony was held at the City Hall Multi-purpose Hall in recognition of the efforts of the various sectors. Headed by Hon. Daniel T. Fariñas, City Vice Mayor and CADAC Action Officer, the CADAC awarded plaques of recognition to 20 barangays, 20 schools and 1 NGO, and 4 individuals. The partners of the CADAC in its Anti-Drug Advocacy were likewise recognized. Reference books were also distributed to the law enforcers to serve as guide in the quest for a drug-free city.
In his opening message, Hon. Daniel Fariñas acknowledged the efforts and participation of the various sectors in the city’s advocacy in fighting drug abuse, making mention of the negative implications to the youth and the community. He acknowledged the support and efforts of these sectors and recognizing the roles that each play in the advocacy.
Hon. Joel A. Alangsab, Liga President and City Councilor, shared the difficulties that the barangays face in rendering the service to their constituents, but has likewise acknowledged the important roles that they play with respect to procedure in apprehending drug users and pushers in the barangays, and in coming up with programs and activities to divert people’s attention from illegal drugs.
The 20 barangays who were awarded plaques of recognition for their outstanding contributions in the fight against illegal drugs are (in no particular order): Scout Barrio (PB Emmanuel Bacungan, Jr.), MRR-Queen of Peace (PB Catherine Quinones), Campo Filipino (PB Mohammad Camil S. Abdullah), City Camp Central (PB Joel A. Alangsab), Middle Rock Quarry (PB Murphy Bugtong), Fairview (PB Justina Andaya), Guisad Surong (PB Orlando Soriano), SLU-SVP (PB Jose Galinato), Loakan Proper (PB Jesusa Viscaya), Upper Quezon Hill (PB Lilia Fariñas), Brookspoint (PB David Puguon), Lower QM (PB Rocky Aliping), Pinsao Pilot Project (PB Sotero Dulaycan), Imelda Village (PB Arturo Rapelo, Jr.), Hillside (PB Ferdinand Bucad), Gibraltar (PB Roy Tao-ey), Dizon-Manzanillo (PB George Banayos), Loakan Liwanag (PB Rosalina Martin), Atok Trail (PB Arsenio Malong) and West Bayan Park Barangay (PB Margie Mariñas).
The following schools were likewise awarded the same recognition: Baguio City National High School, Pines City National High School, Quezon Hill National High School, Irisan National High School, Guisad Valley National Highschool, Roxas National Highschool, Mil-an National Highschool, Pinsao National Highschool, Joaquin Smith National Highschool, Magsaysay National Highschool, National Institute of Information Technology (NIIT), Maranatha School, Almaariff Educational Center, Apolinario Mabini Elementary School, SLU Laboratory School, Baguio Central School, Doña Josefa Elementary School, Manuel L. Quezon Elementary School, Jose P. Rizal Elementary School, and Lucnab Elementary School.
The Baguio Center for Young Adults (BCYA) was likewise awarded as the 2011 Outstanding NGO in the Fight Against Drug Abuse, along with four outstanding individuals namely: Ms. Marlene de Castro, Ms. Rossana Dizon, PB Ronaldo Garcia (BGH Compound), and Councilman Roland Pansingan (Rizal Monument Barangay). A recognition for exemplary contributions as outstanding partner of CADAC in its Anti-Drugs Advocacy were awarded to the City Anti-Illegal Drugs Special Operations Task Group – BCPO, Philippine Drug Enforcement Agency-Cordillera Administrative Region, SM Baguio, Dr. Zoraida Clavio, and the Department of Education-Division of Baguio City.
Using illegal drugs is like a falling into a “dark pit”, a person who falls inside deeply will be sucked onto the darkness leaving him without meaning or worth. There are some people who fall, but manage to cling on to the wide opening with the hope that a helping hand would reach out and pull them back. The hand they are hoping for to lift them up does not belong only to the government, but also belongs to every individual in the City. It must be a common natural obligation for each of us, whether we be in the public or in the private sector to notice. Little contributions and participation of every individual to programs in the advocacy against illegal drugs make a big difference. It is hoped that we all become a little aware of our surroundings and be on guard for the “dark pit”. Maybe, just maybe, there is that someone holding on too hard waiting for be noticed, silently crying for help to be pulled back to feel the magnificent gift of God, which is life.
