Baguio City receives P1.8M share on lotto sales

THE Philippine Charity Sweepstakes Office (PCSO) recently turned over Baguio City’s share in the lotto games for funding of health programs, medical assistance and other services.

A memorandum of agreement was entered by the PCSO represented by its general manager Jose Ferdinand Rojas and the City Government represented by Mayor Mauricio Domogan last November 17, sealing the partnership on lotto shares utilization witnessed by PCSO chair Margarita Juico.

PCSO also turned over P1,809,785.19 as part of the city’s lotto sales share from January to June 2011.

In the agreement, PCSO will allocate from the Lotto Charity Fund in favor of local government units where lotto tickets are sold, as mandated by Executive Order 357-A issued by then President Fidel Ramos in 1996 and amended during the time of President Benigno Aquino III.

The Lotto Charity Fund is 30 percent of the net receipts from sale of lottery tickets set aside by the PCSO for its various charity activities.

Part of the fund will be used by local governments such as Baguio for the conduct of its various health programs and in giving out medical assistance especially to indigents being supported by the City Government.

The city gets a five percent share of lottery sales over and above the assistance the city may receive, such as ambulances, medical and hospital equipment, and endowment funds usually extended by PCSO to hospitals and outreach programs, the MOA stated.

For administrative facility, PCSO will release the fund to the city on a semestral basis or every six months.

As part of its obligations, the city will inform the PCSO of its utilization of funds and ensure that it is properly utilized through an audit.

Baguio City with the mayor as chairperson will constitute a multi-sectoral committee tasked in prioritizing, supervising and overseeing the proper utilization of the funds accrued yearly.

No increase in the local government unit’s shares shall be made without approval of appropriate authorities. - (SunStar / by JM Agreda)
