Need for discipline by motorists and pedestrians highlighted

Mayor Mauricio Domogan during the Traffic and Transport Management Committee (TTMC) meeting last week pointed out the need for discipline of motorists, pedestrians and the public as to the enforcement of traffic regulations in the city.


The committee with the mayor as chairman, with Baguio City Police Office (BCPO) head David Lacdan, and Transport Management Group (TMG) head James Logan, OIC City Planning Office Engr. Evelyn Cayat, transport group head Perfecto Itliong, Jr., Council Transport Committee head Nicasio Aliping, Jr., and other concerned entities met to resolve issues on off-street parking and rationalization of jeepney trunklines in the city.

The move for jeepney rationalization in the city shall deal with entry and exit points of specific routes, staging and loading areas, and exact number of units for loading and staging. Accordingly, this would also show the exact number of running vehicles on the road and those on rest days, and the total number of PUJ units; to complement the carrying capacity of the city’s roads. This, according to Itliong, shall also drastically cut the number of running PUJs all over the city

The meeting tackled matters such as jeepney line operators who appealed for a change in staging areas, citing public convenience and proximity to the university belt and city market; loading and unloading areas along the business district as observed to be used by some private business enterprises; exemptions to the number coding as requested from the TTMC by several vehicle owners, and several jeepney group representatives present requested that they maintain their pay parking spaces. A private lot owner, seeing congested staging areas in the city, offered his space for a terminal for public utility vehicles plying lines to the lowlands.

Domogan, however, maintained that whatever parking area is reserved for a certain jeepney line, as to the rationalization, should be followed. Other jeepney lines would also request for parking spaces as to their choice, he said, if one jeepney association’s request is approved.

The police force was also directed to implement traffic regulations on loading and unloading areas, and require private business enterprise to have their own parking spaces, so as not to obstruct traffic in the area. The committee rejected requests for exemptions to the number coding, except for emergency purposes, as other vehicle owners would follow suit, the mayor said.

PUJ drivers requesting that they maintain their pay parking areas were allowed to do so, as covered by a Memorandum of Agreement, as to duration and amount paid to the City Treasurer and duly approved by the mayor. The proposed terminal was also shelved for further study by the TTMC.

Other requests as to the extension of phased-out taxi units, and additional PUJ lines to Bakakeng were endorsed to the Department of Transportation and Communication (DOTC) and Land Transportation and Franchising Regulatory Board (LTFRB), respectively.

The request for a transportation line to the National Housing Authority (NHA) in Tadiangan, Tuba was deferred as it needs an endorsement from the city council for several conditions, the mayor said.

The TTMC shall meet again to tackle other deferred transportation matters. (PIA / by Julie Fianza)
