La Trinidad Council checks Black Hole results

Councilors here trooped back to Barangay Alno to assess the Black Hole project.

Vice Mayor Romeo Salda said the visit to Alno will give councilors a chance to look at the newly installed technology as a basis to approve request from Mayor Greg Abalos to authorize a loan from the Land Bank of the Philippines (LBP).


Abalos launched the Black Hole project November 4 to solve the municipality’s garbage problems.

The technology arrived from Japan weeks ago. It is dubbed as the Zero Waste Management System (Super Black Hole Project).

The machine is a world-renowned Japanese-invented magnetic garbage decomposer using low temperature plasma to decompose garbage.

It employs the use of gases, two special magnets, making the air nanomized, generating both plasma and heat. It will neither emit carbon dioxide or any other toxic gases and can be used to process all sorts of toxic chemicals or radioactive waste.

Councilors here are looking for a base to approve a multi-million loan from banks, Councilor Francis Lee said.

“Our support has been there from the start but we should be very careful,” Lee said.

Lee is wary of loaning P58 million from local banks to pay for the technology. “What if the equipment will not work?” he said.
Lee said there has been no single document to show to the council on equipment, money back guarantee and other papers assuring the municipality of success and security.

Previously, Abalos said a test run allowed the municipality to see if the Japanese technology works for the highland town before closing the deal with the Philippines Ngo Support System.

Abalos said the project will then be presented to the public.

If the technology is adopted by the municipality, the Japanese partners will highlight the town as a showcase of the invention and even give a two percent royalty for every unit purchased by other municipalities in the country.

Councilors have gone to the Alno site Tuesday and Wednesday to do another ocular inspection and assess the merits of the system before deciding to allow the mayor to enter into the LBP loan. - (PIA / by Ma. Elena Catajan)
