During the holiday season, the city is visited by so many visitors. Coinciding at present is the 62nd Fil- Am Golf Invitational, which is bringing golfers from the different parts of the globe. The BCPO is giving assistance for their safety.

“We are expecting more vacationers and bad elements are coming up to our city to take advantage of them, like the bukas kotse gang and the akyat bahay gang,” Lacdan said.

Mayor Maurico G. Domogan reminded the police for its primary role in ensuring the full implementation of government programs and operations in addressing criminality and maintaining peace and order.

He also assured the PNP that the administration is behind the police force to help carry out its mission to serve and protect the public.

“Crime prevention is every day, we should be on our toes and not only on Christmas season,” Domogan expressed.

Big start for Baguio swimmers at batang pinoy

The Batang Pinoy, designed for athletes 15 years old and below, is run by the Philippine Sports Commission in partnership with Smart, Maynilad and Summit Mineral Drinking Water.

Dexter John Lacuna, brother of 2011 Southeast Asian Games silver medalist Jessie King Lacuna, emerged as a double-gold winner, topping the boys 14-15 200m freestyle and 100m backstroke.

The Baguio wrestlers were not to be outdone with David Caoili (38 kg), Elizur Cayat (42 kg), Val Kindapan (47 kg), Jerald Bosicao (53 kg), Cristendon Martin (59 kg), Roselyn Malbja (girls 44kg) and Minalyn Foy-os (girls 52 kg) ruling their respective categories.

The hosts had their share of victories in athletics, gaining top honors courtesy of Ike Kevin Yagin in the boys 1,500m run, Agustina Anganayon in the girls 1,500m run, Reagan Contic in the boys javelin throw, Stefanny Florez in the 1,600 girls walk, Jasmine Felix in the girls javelin throw and the 4x100m and 4x400m relay for boys and girls.

Ifugao State University (IFSU) president Dr. Serafin Ngohayon, in behalf of the Association, presented this in the Regional Development Council (RDC-CAR) en banc meeting here at the Banaue Hotel, Thursday, Nov. 17.

Ngohayon explained that President Benigno S. Aquino’s vision for Higher Education Institutions (HEIs) both public and private is to have a strong and shared (not competing) role in producing highly competent professional human resource.

Ngohayon also said that the President’s budget priorities in public higher education, particularly for SUCs, is focused on five sectors or industry namely: electronics and semi-conductor, business process outsourcing, tourism, agriculture and fisheries, and infrastructure.

He said that the Asssociation is now in the process of creating CRUS through an amalgamation process. According to Ngohayon, the Asssociation, which is composed of six SUCs in Cordillera, believe and agree that there is a need for them to strengthen their capacity to offer quality higher education here in the region.

“If we come together through amalgamation, we can become stronger. Together is better, stronger and cost-effective. By coming together we can pursue mutual objectives at lesser cost and we can even maximize and gain from the strength and expertise of each other,” Ngohayon said.

“Through amalgamation, we aim to expand capacity, improve quality, instill equality and equity and institute inter-campus student mobility; to be more focused on the use of resources (in terms of effectiveness and efficiency); and to improve the performance, standing and integrity of SUCs”, Ngohayon added.

He said through amalgamation, the Association aims to have: a common curriculum for easy credit transfer; stronger international programs; availability of twinning and dual degree programs; easy student exchanges and joint study programs; faculty exchanges and IT supported instruction; mutual use of facilities; and active complementation of Research & Extension activities.

Ngohayon also stated that they are now advocating the creation of CRUS. “We would like to push and gain the understanding of various stakeholders, students, faculty members, and political leaders starting here in RDC and to decide which route are we going to pursue for such purpose,” he said.

Ngohayon added that they are requesting the RDC for inputs in the concept of amalgamation and for the RDC to support the direction that CARASUC will take after they finished their massive consultation and discussion. - (PIA / by Lito Dar)

Some 1,260 players are enlisted, excluding the alternates, in the 62nd Fil-Am Invitational Golf Tournament at the two golf courses as they also vie to make aces on designated holes that will win them a Toyota Vios.

“It’s a go – another year of Fil-Am golf,” said Fil-Am chairman Anthony de Leon as he led Fil-Am and city officials in the ceremonial tee at both courses Friday.

The 62nd edition of the Fil-Am golf is the biggest in history said Fil-Am vice chairman Shin Paul Chan, with a 10 percent increase in attendees from last year.

The tournament proper started Friday (Nov. 25) in the seniors’ side as well as the lower flights of the regular Fil-Am, which is backed by Toyota, Pacsports, Illy, Empire and Wilson.

Half of the 1,260 players finished testing the par-61 BCC course and the par-69 CJH layout as early as Wednesday before they plunge into action tomorrow.

Tournament proper for the senior’s side from flights A, B and the premier championship, as well as the flights F, G and H in the regular Fil-Am, will be until Dec. 1 in the event supported by Fashion Rack, Air21, Rizgolf, Supreme Bike, GPS Tracker, Golforce, San Miguel, Le Chef, Camp John Hay Development Corporation, Beaufort and Bayan Business. - (Manila Standard Today)

Market Vendors agree to dismantle their stalls

OCCUPANTS of Baguio City Public Market’s Block 4 finally agreed to dismantle their stalls, preventing a violent demolition prior to the rehabilitation spearheaded by the City Government.

Mayor Mauricio Domogan announced Wednesday the dialogue between Block 4 occupants and market authorities last November 18 turned out positive as vendors expressed they will cooperate with the City Government’s plans.

With this, the mayor sees no obstacle to the P18-million rehabilitation contract awarded by the City Government to Tryst Builders from being implemented any time soon.

Initially, the city allocated P26-million budget for the rehabilitation of Block 4 but through a bidding process, the city was able to award the project to the lowest bidder.

The mayor claimed the low offer of the contractor for the construction of Block 4 will not affect the temporary structure’s quality and design.

The mayor offered the city demolition team to help vendors dismantle their stalls to speed up clearing operations in the project area.

The mayor said stall owners who barricaded their booths to prevent their demolition will be disqualified from the raffling of stalls.

Earlier, the same group of stall owners threatened to file an injunction before the court to resist the rehabilitation of Block 4.

However, the city maintained its stand to rehabilitate the city’s “show window” to spruce up trade and commerce in the city.

Block 4 of the public market has long been tagged by the Baguio Fire Department as a firetrap, while the City Health Office and City Building and Architecture Office declared structures in the area of the market as a nuisance.

Last year, Uniwide gave a go signal to the city to conduct rehabilitation and construction of temporary structures at the city market.

To recall, Uniwide won the rights for the Design-Build-Lease (DBL) contract of the city market for P1.729 billion in 1995 for 30 years, paving the way for the enactment of Ordinance 38-1995.

In 1996, the Baguio Market Vendors Association Inc., Hilltop Open Market Vendors Credit Calicdan and Lilia Calicdan and others opposed the entry of a private developer resulting to their filing of petitions for the annulment of Ordinance 38-1995, which contains the guidelines for the development of the market, nullification of the contract and the DBL agreement. The case is still pending at the Court of Appeals.

In a 2008 decision of Judge Illuminada Cabatu, the court found the contract between the city and Uniwide as valid, which means permanent construction of structures in the city market is not permitted until the case of the Uniwide deal is finally settled.

However, doubting the capability of Uniwide to develop the market in the past years has dragged the Baguio Public Market’s development at a standstill, prompting the City Government to decide and act on the rehabilitation of the market from local government funds. (SunStar / by JM Agreda)

15 respondents ready to back Writ of Kalikasan

Under the law, the Writ of Kalikasan issued by the Supreme Court empowers citizens to assert their rights for a better ecology.

Waterways and sources have also been contaminated by the garbage spill in Baguio City affecting Benguet residents.

The Kagaling River, which flows to other barangays like Nangalisan and San Pascual in Tuba, are also now contaminated affecting 332 families, while 295 households at Barangay Cinco are now left with no water supply and no safe water to drink.

Baguio Representative Bernardo Vergara has asked for the deferment of the Writ, citing solutions to the garbage mess at the Irisan dumpsite are underway.

Cosalan said lawyer Pablito Sanidad is going to head the legal team suing the City of Baguio.

City Council flipped on fire cracker sale

THE City Council recently approved requests of firecracker vendors for a permit to sell before the New Year’s Day celebration.

Despite initial plans to ban firecrackers in Baguio City, councilors recognized the vendors request promising only to sell legal fireworks approved under Republic Act 7183 or the Firecracker Trade Regulation Code.

This is in response to the letter filed before the Council of Baguio Paputok Luces, Atbp. representative Elizabeth Conesi-Ong, proposing to the council the regulated use, distribution and sale of pyrotechnic devices instead of totally banning them.

The group told the council they will be using the Old City Auditorium as their venue for selling their products from December 20 to 31.

Despite earlier statements of Mayor Mauricio Domogan of his plans to ban the sale of firecrackers, he said lack of laws regulating the entry of firecrackers from other areas and national directives for banning of firecrackers hinders him from imposing the ban.

The mayor also said it is up to the council to approve the request of the vendors as long as what they are selling are legal pyrotechnics that are deemed safe to use.

Earlier, he said banning fireworks would be beneficial for the city to prevent environmental pollution and safety issues that would affect city residents.

In a recommendation by the Committee on Market Trade and Commerce Councilor Perlita Chan-Rondez, prohibited firecrackers banned under the Firecracker Trade Regulation Code especially those that may explode and endanger people and those that may cause poisoning when ingested.

The council, meanwhile, approved sparklers, roman candles, roman fountains, trompillo, kwitis, pailaw, pop-pops and aerials like those produced by legitimate firecracker manufacturers Dragon, Tiger and Platinum.

The council also tasked the Baguio City Police Office, Baguio City Fire Department, Emergency Medical Service and the City Disaster Risk Reduction and Management Council to strictly implement the guidelines.

Task Force Paputok was also requested by the council to be created by the city mayor, whose task will be to inspect the quantities and kinds of firecrackers and pyrotechnic devices sold, in stock by the local distributor or retailer for submission to the City Administrators’ Office.

Only those entities authorized with special business permits in the city will be allowed to sell or distribute pyrotechnic products in the city.

Any violation of the existing law will be dealt with P20,000 to P30,000 in fine and imprisonment of six months to one year. - (SunStar / by JM Agreda)

Comfort rooms constructed for the expected boost in tourism

Governor Nestor Fongwan is focusing on tourism, saying the industry will be key to boost the province’s economy.

To this end, the governor said comfort rooms have been constructed along major highways to make it more convenient for commuters.

Fongwan said aside from comfort rooms, police outposts will also be set up to secure motorists along the national highways.

Baguio City is looking at privatization of waste collection

The city government will pursue the privatization of waste collection but will not lay off the 98 city employees currently serving in the solid waste division, Mayor Mauricio Domogan announced on Wednesday.
The mayor said the city realized the advantages of allowing a private company to undertake the collection based on the on-going experiment that allowed Pro Tech Machinery Corporation (Pro Tech) to undertake the direct collection of wastes from the barangays.
The experiment which ran for one month last October was extended by the mayor until January 15 after helping improve the waste collection efficiency.
The mayor said the city is inclined to adopt the arrangement on a permanent basis leading to the privatization of the waste collection operations.

He however assured that the 98 employees serving as garbage collectors and drivers who will be affected by the privatization will not be displaced but will be retained by the city environment and parks management office or absorbed by other departments.
The mayor said Pro Tech also assured to hire waste pickers and sorters who were displaced by the direct collection scheme.
The mayor said the city will continue to improve its waste management program and will pursue the closure and rehabilitation of the Irisan controlled dump facility.
He said the proposed deal for the direct purchase of six new dump trucks from Korea is now with the city council for deliberation.
He said they are also continuing the search for a new location to serve as waste sorting and transfer site even as negotiations are also underway with other local governments for the use of their landfill facilities to dispose the city’s wastes.
He said the Environmental Recycling System (ERS) machines remain in good condition even as adjustments were made to control the moisture content of the by-product compost.
Domogan said the city has been granted a one-year provisional permit to sell fertilizers so it can start selling the ERS fertilizer that the city has accumulated since the machines began operating.

Binga being upgraded to produce higher capacity

Another hydroelectric dam here is being rehabilitated to enhance the Luzon power grid.

Binga Dam in barangay Tinongdan here is currently producing 100 megawatts and it is being rehabilitated and upgraded to 120 megawatts and fully operational by year 2014.

According to lawyer Mike Hosillos, SN Aboitiz Power external affairs manager, the improvement of the dam will include the provision of new turbines and generators to improve generation efficiency in the coming years and to generate power to help in the growing need of energy in the country.

Just like Ambuclao Dam in Bokod, Benguet, the operation of Binga Dam suffered when it was heavily damaged during the July 16,1990 killer earthquake which resulted in the massive siltation of the water intake tunnels and reservoirs.

Aside from generating electric energy, the water held by the dam is used to irrigate agricultural fields. The dam helps minimize floods by absorbing the high peak flows by releasing water over a longer period, he said.
