Ordinance to post warning on alcohol, passes first reading

THE Baguio City Council is determined in its campaign against excessive alcohol consumption which poses a threat to health and vital institutions in the society like the family.

The council last Monday approved on first reading an ordinance requiring all business establishments located and operating in which dispense alcoholic beverages to prominently post and display a sign containing a warning regarding the ill-effects of such beverages to the life and health of a person.

Section two of the ordinance requires business establishments selling liquors to post a readable and comprehensible warning sign stating “WARNING: Drinking liquor and/or alcoholic beverages are dangerous to your health.”

However, any brand of alcoholic beverages shall not be mentioned in the warning sign.
Councilor Edison Bilog proposed the ordinance in accordance to Article II, Section 15 of the 1987 Constitution, giving the State the responsibility to “protect and promote the right to health of the people and instill health consciousness among them.”

Bilog said the Local Government Code of 1991 or R.A. No. 7160 obliges the City Council to enact ordinances for the welfare of the people such as “regulating the sale, giving away or dispensing of any intoxicating malt, vino, mixed or fermented liquors at any retail outlet.”

The Permits and Licensing Division and the Office of the City Mayor shall be in charge of the monitoring and implementation of the ordinance. - (SunStar / by Pamela S. Engaño
