MAYOR Mauricio Domogan called on Cordillera local government units (LGU) to pass necessary resolutions imploring Malacañang to certify the 2011 Organic Act as urgent piece of legislation.

Cordillera lawmakers filed last week HB 5595 in the House of Representatives, pushing for approval of the creation of the Autonomous Region of the Cordilleras.
“The only way we can succeed is if we act together,” said Domogan who claimed the bill could have smoother sail through the two houses of Congress if it were stamped with executive certification.
Presidential certification dispenses of the requirement not only of printing but also of reading the bill on separate days as provided in Article VI of the 1987 Constitution.
Domogan said, “If the bill is certified, we could see its approval to law within a month’s time… beating our schedule for a plebiscite before the next national elections.”
Domogan said the bill was disseminated among the Cordillera region’s six governors for their blessings before its submission to the highland congressmen for their own take on the proposal.
Benguet Representative Ronald Cosalan and Abra Representative Maria Jocelyn Bernos declined affixing their signatures on what could be a historical document that would outlive its prime movers. The reason was lack of consultation with their respective constituencies.
This would be the region’s third attempt at autonomy after HB 5595’s precursors failed ratification in 1990 and 1998 in plebiscites held for the purpose of realizing the elusive ‘autonomy dream’ laid down by Article X of the 1987 Constitution.
Domogan iterated, “With autonomy, there will be devolution of powers from the National Government to the regional administration.”
“And the bottom line is that we could now manage our natural resources without waiting for trickles veiled with uncertainties from National Government agencies.” - (SunStar / by Isagani Liporada)
