THE City Government will come up with more specific guidelines on the sale and use of firecrackers in Baguio City to ensure strict compliance by the populace and achieve the city’s ultimate aim of preventing firecracker-related injuries.

Mayor Mauricio Domogan told the weekly Ugnayang Panlungsod media briefing last Wednesday, that he will meet with concerned parties to flesh out the specific rules taking off from the guidelines adopted by the City Council through a resolution last week.
The mayor was shooting for the amendment of the ordinance regulating the sale of firecrackers but said the resolution which expanded the list of prohibited firecrackers to virtually allow only the aerial ones will do for now.
“I understand that the City Council had no more time to amend the ordinance so we will just work on the resolution they passed,” he said.
He said they will consider the recommendation of the Department of Health to set up a common fireworks display in the communities to discourage the indiscriminate use of firecrackers in the drafting of the guidelines.
“I just hope that all concerned will comply with the guidelines and the regulations so that we can succeed in our aim of preventing firecracker-related injuries,” the mayor said.
As per the guidelines adopted by the City Council, the city will prohibit the sale of all firecrackers and pyrotechnics with explosive content that may endanger life and limb, such as: bawang, baby rocket, small triangle, judas belt, pulled firecrackers, luces, jumbo regular and special, whistle bomb, five star, sawa, atomic big triangulo, super lolo, kwiton and watusi and their equivalents, luces, roman candles, fountains and the like, trompillo, kwitis, pailaw, pop pops, aerials like Dragon, Tiger and Platinum Products.
The body urged the creation of a “Task Force Paputok” to inspect the quantities and kinds of firecrackers and pyrotechnic devices sold and held in stock by or in the possession of every licensed distributor, retailer or wholesaler.
The body also set regulations on the sale and affirmed that only those persons/entities duly authorized by Special Business Permits to distribute and/or sell the firecrackers and pyrotechnic devices will be allowed to distribute and sell such products.
They also set the venue and date for the distribution and sale at the Old City Auditorium, Burnham Park from December 20 to December 31, 2011. (SunStar / by Aileen Refuerzo)
