Thou shalt not carol on the streets

A common site in every streets in the
Philippines during the Christmas season
COUNCILOR Edison Bilog is worried about minors singing Christmas carols on the streets of the city.

In a resolution authored by Bilog and approved by the City Council Monday, he urged the Baguio City Police Office to pick up street carolers especially those singing to drivers in the middle of traffic.

The councilor said he has noticed several children caroling drivers while the traffic lights are red.

He expressed concern over these children whom he claims might be run over by vehicles traversing city streets.

Aside from facing accidents, he said children are also exposed to harmful fumes and pollution emitted by vehicles while on the streets.

He said this is an immediate concern by law enforcers who should rescue the children and bring them to the City Social Welfare and Development Office to be turned over to their parents.

Earlier, the City Social Welfare and Development Office warned carolers to secure a permit from their barangays or from their office if they wish to go caroling house to house this Christmas.

City Social Welfare and Development Officer Betty Fangasan said this is important in weeding out syndicates using minors in caroling or those who have illegal activities during their caroling activities.

Those who wish to conduct caroling activities on a province-wide or regional level are advised to secure a permit at the regional office of the Department of Social Welfare and Development.

Various charities seeking solicitations this Christmas must also secure a permit from the City Social Welfare and Development Office, as many have used this modus during the Christmas season to solicit as a means to earn a living.

Fangasan warned the public to refrain from giving alms to street beggars as it only encourages them to stay on the streets while others are being used by syndicates to beg. - (SunStar / by JM Agreda)
