Poor quality of waste reason why ERS fail to meet expectations

COUNCILORS were dismayed over report that the P128-million Environmental Recycling System (ERS) is not earning enough from fertilizer sales.

City Environment Parks Management Officer (Cepmo) Cordelia Lacsamana said the recovery rate of biodegradable wastes to fertilizers through the ERS is only at 26 percent.

The Cepmo chief said the fertilizer produced out of the average 48 tons of daily biodegradable wastes showed only one-fourth can be recovered due to the poor quality of wastes.

Councilor Perlita Chan–Rondez said the millions of pesos invested by the City Government on the ERS have not yet been recovered.

Rondez said out of the expected P31 million annual income from fertilizer sales, the city, according to Cepmo, has only earned P19.7 million.

But councilors said these are not yet actual earnings but estimated income as not all fertilizers produced by the ERS have been sold yet.

The Baguio City Council approved the acquisition of the ERS machines as the technology provider Protech promised on additional income from fertilizer sales.

Since January 2011, the ERS should have been earning for the city at least P1.16 million monthly on fertilizer sales. However, poor collection of biodegradables during the first three quarters of the year resulted to non-maximized use of the machines.

Since September 21, Lacsamana said barangays have been complying with the waste segregation policy, which resulted to the increase in biodegradable wastes collection.

Lacsamana also said they have been marketing the fertilizers to Protech who has the option to buy the fertilizers from the city at P6 per kilo. - (SunStar / by JM Agreda)
